Role Description The Master Planner is a full-time, on-site role based in Stuttgart, responsible for guiding the long-range planning and development of Army installation facilities and land use. Day-to-day tasks include analyzing current and projected mission requirements, preparing installation development plans, and coordinating infrastructure and facility projects with engineering, environmental, and operations teams. The role involves reviewing proposals, conducting site and capacity analyses, and ensuring plans align with Army standards, regulatory requirements, and quality of life objectives. The Master Planner collaborates with stakeholders across garrison directorates, prepares planning documents, maps, and presentations, and supports decision-making on real property, space utilization, and modernization initiatives.
Qualifications
- Demonstrated skills in master planning, urban or regional planning, and facility or land-use planning for complex organizations or public-sector environments.
- Experience interpreting and applying planning standards, building codes, environmental and regulatory requirements, and installation design or development criteria.
- Proficiency with planning and mapping tools (e.g., GIS software, CAD or similar design platforms) and the ability to produce clear plans, diagrams, and visual materials.
- Strong analytical and research abilities, including data collection, trend analysis, and translating mission and operational needs into practical planning solutions.
- Effective communication and collaboration skills to work with multidisciplinary teams, prepare written reports, and present planning recommendations to stakeholders.
- Bachelor’s degree or higher in urban planning, regional planning, architecture, engineering, geography, or a closely related field, or equivalent relevant experience.
- Ability to work on-site in Stuttgart, manage multiple projects and deadlines, and adapt to evolving mission requirements in a structured, policy-driven environment.
- Prior experience with military installations, government agencies, or large campus-style facilities planning is beneficial.
- Review installation Master Plans, Site Plans, DD 1391s, and Real Property Planning Board (RPPB) annual submissions for conformance with all technical and regulatory requirements.
- Analyze installation program execution for conformance to Department of War (DoW), Headquarters Department of Army (HQDA), and Headquarters Installation Management Command (HQ IMCOM) objectives.
Duties
- Provide Master Planning support for current and future stationing actions, as well as force modernization requirements to support the European Theater.
- Provide space planning technical expertise to installation utilizing the IMCOM Space Planning and Criteria Manual (ISPCM).
- Provide expertise and advice on master planning, military construction, and space management programs, to include coordinating with counterparts in real property accountability, and real estate.
- Support programs such as Real Property Planning and Analysis Systems (RPLANS), Army Stationing and Installation Plan (ASIP), etc.
