The Opportunity:
When a theater’s network is critical to mission success, simply reacting to issues is not enough—we need a coordinated approach to keep it defended, available, and resilient. That’s why we need a network and cyber operations specialist who can help U.S. European Command (EUCOM) maintain situational awareness of the Department of War Information Network (DOWIN) and understand how changes to the network affect operational missions.
As a Theater Network Operations Planner on our team, you’ll support EUCOM Theater Network Operations by assessing network posture, coordinating operational actions, and helping leaders understand risks and mission impacts across the EUCOM area of responsibility. You’ll coordinate with the Department of War Cyber Defense Command (DCDC), U.S. Cyber Command (USCYBERCOM), Service Components, and theater network operations centers to maintain a shared understanding of network status and defense activities.
You’ll manage Cyber Tasking Orders and Authorized Service Interruptions, analyze network changes and their operational impacts, and support Defensive Cyber Operations response and crisis action planning. You’ll use artificial intelligence-enabled capabilities, including Maven Smart System, to analyze command, control, communications, and computers (C4) posture and translate complex technical information into clear assessments for senior military leaders, including General and Flag Officers. You’ll also contribute to the development of DOWIN doctrine and tactics, techniques, and procedures as the theater advances toward an increasingly data- and AI-enabled network posture.

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $69,300.00 to $158,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees. This posting will close within 90 days from the Posting Date.

You Have:
- 4+ years of experience with network operations, cyber operations, or C4 operations in a military or Department of Defense environment
- Experience working in a network operations center or security operations center
- Experience preparing and delivering operational briefings or reports to senior military leaders
- Knowledge of network operations, cyber defense, and C4 mission impacts
- Ability to operate independently in a fast-paced operational environment with minimal direction
- Top Secret clearance
- HS diploma or GED
- Experience supporting a Combatant Command J6, theater network operations center, or joint operational headquarters
- Experience coordinating Cyber Tasking Orders, Authorized Service Interruptions, network changes, or cyber incident response across multiple organizations
- Experience working with DCDC, USCYBERCOM, or Component network operations organizations, including EDOC, NETCOM-E, or RCC-E
- Experience supporting Defensive Cyber Operations or crisis action planning
- Experience developing, deploying, or using Maven Smart System or other AI-enabled analytic capabilities
- Knowledge of EUCOM theater network operations, command relationships, and operational processes
- Ability to translate complex technical network information into operational impacts and recommendations for senior leaders
- Bachelor’s degree
- CISSP, Network+, CCNA, GMON, CISM, CCNP, or similar Cybersecurity or Networking Certification
